Today, City Hunter, along with his rival Umibozu and detective Saeko Nogami, is active in the streets of Shinjuku, facing evil that cannot be punished by law. One day, a newly built hotel where Kaori and Miki attended a party for its completion was taken over by an armed group led by General Gilliam of the Costello Republic, and a bomb was planted. Gilliam was planning to have his daughter Luna, who has a genius hacking brain, operate the supercomputer installed in the hotel and destroy America. However, Ryo, who saw Luna in town, approaches her for his bulge, and Umibozu, who was hired (threatened) by Saeko, are pursuing Luna. A battle between Ryo and Umibozu, who are closing in on Gilliam and Luna in a hotel full of traps, begins.
