This is Heiho-cho, a town where HIPHOP has permeated every corner. In this town, even in school classes, rap is taught in music, breakdancing is taught in physical education, and rhyming is taught in Japanese.

Yo!HEY, a fifth-grade boy who lives in this town, is known for his "onara-rap," a technique he uses to eat his favorite potato. One day, an alien named Wan-Pac appears and makes a bold request.
