One night, a young man suddenly travels back in time from 1983 to 2050. Having lost his memory, he is taken in by Magnapolis 38, the mobile mecha precinct that protects the futuristic city of Neo Tokyo, and is given the name Urashima Ryu. Ryu becomes a detective at the precinct and, together with his fellow detectives, confronts the crime empire Necrime, which is operating in the city.
