Sending our way of life from the ocean!
Mars is covered in ice and ocean. People have built "city ships" as habitats, which are also gigantic submarines capable of slow movement.
Additionally, water on Mars is an important source of energy, making it a water resource base for the Earth government.
After that, a galactic war broke out, drawing Earth into it. The Martian economy had once flourished due to the demand for the war, but after the war ended, the post-war chaos and the oppression of the Earth government caused an unprecedented depression.

People's discontent grows, and rebels rise up all over the country. The independence movement begins in earnest. The number of pirates attacking military facilities and other targets also increases.
The Earth government formed a Mars military force and began to suppress independence activists and pirates.
