In the city-state of Lisvalletta, where two suns rise, a dangerous drug called "Anthem" is circulating, and the Special Crimes Investigation Unit of the specialized investigative agency SEVEN-O is handling the case. Kirill Vrubel, a young police officer who dreams of becoming a hero, is assigned to SEVEN-O by chance, and teams up with veteran investigator Douglas Billingham as a "double-decker" to tackle various cases involving Anthem.
