Shibuya in Tokyo is bustling with activity for Halloween.

A wedding is being held in the Shibuya Hikarie building. The bride is Officer Sato from the Metropolitan Police Department, and she appears at the wedding in a wedding dress. Conan and other guests are watching the ceremony, but a thug suddenly breaks in, and Officer Takagi, who stepped forward, is injured. Officer Takagi saves his life, and the situation is resolved smoothly. However, Sato sees the same image of the Grim Reaper in Takagi, which appeared when Officer Matsuda, whom she loved, died in the serial bombings three years ago.

At the same time, the criminal of the serial bombing case also happened to escape from prison. Is this really a coincidence? Public security police officer Furuya Rei (Amuro Toru) went to track down the criminal who killed his classmate Officer Matsuda, but was put on a collar bomb by a mysterious cross-dresser.

In order to disarm the collar bomb, Amuro hid in the underground shelter.
