A small boat sails across the ocean as if guided by something. On board is a girl with innocent eyes, her name is Rouran. Other than her name, the girl has no past.
A time not so far from now in Japan. The Self-Defense Forces have been incorporated into the United Nations and no longer exist. People who refuse to submit to the system have formed a settlement in Tokyo's waterfront area, calling it "Tokyo Shangri-La." Tetsuya Tatechi, a kind-hearted and strong young man, lives there quietly as one of the free people. But...
Suddenly, a gigantic monster appears in Tokyo Bay. It is a thunder beast, a supernatural creature created by the Jōgoshū using occult techniques. Facing it are the Kosen, humanoid weapons of ASY, the world's first organization formed solely for the purpose of maintaining peace. At first glance, it seems like a battle between good and evil, but both the Jōgoshū and ASY are fighting for "something." The pilot of the Kosen, Mikogami Yamato, and his sister Mahoro are unaware of this yet.
After a fierce battle, the Steel Sennen Ginko defeats the Raijuu, but is hit by the vibrations of the bombing. Yamato is shocked to see a mysterious girl floating in the air. "Rouran... I've come to destroy you!"

A fairy enshrined deep underground in the mansion where the Castle Guards are hiding out. She had been sleeping for 70 years since she was discovered in mummified form in mainland China, but when Rouran destroyed Ginko's sacrum, she began to awaken and sing.
・Corpse
A monster created by Kasuya from the cells of the Shikai Sennyo. A biological weapon that serves as the active force of the Jōgoshū. In normal times, they hide their true identities and live as humans, but in battle they transform into gigantic, deformed monsters and display their own special abilities.
・Jitan
When a dead corpse absorbs this, it gains great power. It is a secret medicine that is said to be written about in the ancient Chinese document Hobokushi. Kido gained the power to create the Yūmei Palace through this.
・Tokyo Shangri-La
This is a place where people who are prohibited from living on the mainland, such as illegal immigrants and residents, and those who are pursued by the public security for their involvement with the Jōgoshū, a group that rebelled against the reforms of the Japanese government, live. It was originally an industrial waste disposal site built on reclaimed land on the Tokyo Bay coast. Rouran ends up living here with Tetsuya Tatechi.

A technique that grants eternal life by separating the soul from the body. By taking a special elixir, the body of the practitioner falls into a state of suspended animation, and it is said that the body will never perish until the soul returns.
