The story takes place in a fictional Chinese-style country called Saiunkoku. Shuurei, the daughter of the prestigious but poor Kou family, dreams of becoming a government official who can help people due to her memories of the turmoil of her childhood, but women are not even allowed to take the civil service exam. One day, she is tasked with tutoring the newly crowned king, and this opens the way for her to take the civil service exam.
