Dragon Seal is a strange film that feels more like a clash of world cultures than a union of them. Its metal-masked czar looks like a Russian protagonist, but the end result proves that Dragon Seal is actually a film about China, and it is riddled with loose narrative threads that have little value. However, while its fragmented plot is meant to serve a local audience, the film is clearly intended for a global audience, but it deliberately avoids the pain points of Eastern culture and deliberately adds Western tropes to make the film feel more like an embarrassing spoof. The strong cast of Jackie Chan and Schwarzenegger can't save the film, even with the producer's guaranteed praise.
