In this city, students' abilities are classified into six levels, from "non-ability (Level 0)" to "psychic (Level 5)", with only seven students at Level 5, including Accelerator and Misaka Mikoto. Tokiwadai Middle School, where Mikoto attends, is one of the world's leading schools for rich girls, and all students are "strong ability users (Level 3)" or above. In Academy City, a student-run organization called the "Disciplinary Committee (Judgment)" is in charge of security activities within the school, while outside the school is the responsibility of teacher "security guards (Anti-Skills)". The story also depicts the culture unique to Academy City, such as urban legends and factions.
