In 2039, humanity lost a large part of its territory on land due to the sudden rise in sea levels caused by global warming. As if in response, a mysterious group of warships shrouded in mist, the "Fleet of Fog," appeared in the oceans of the world and began attacking human ships with their super weapons. Humanity put all its military power into the final battle, the "Great Sea Battle," but was defeated by the overwhelming military power of the "Fost." All sea areas and transportation routes were blocked by the "Fleet of Fog," politics and economy collapsed, and humanity was steadily exhausted. Seven years have passed since the "Great Sea Battle." The "Fleet of Fog" submarine "I-401" appears before officer cadet Gunzo Chihaya.
